Emergency response planning along the river Thaya – dealing with pluvial and fluvial floods

Abstract

A major objective of emergency planning is to increase the resilience, both of infrastructure and affected citizens. The emergency response plans, created for 24 communities in the Waldviertel are based on a hazard analysis, using numerical 2d-modelling works of pluvial and fluvial flood scenarios. The further working steps of the vulnerability analysis and the definition of emergency measures were carried out in close cooperation with local stakeholders. As a result, the mayors, who are responsible for civil protection, got documents, maps and videos of 3D visualizations for several hazard scenarios, as supporting tools for their tasks in land use planning or information of citizens
